The Cotton Bay Golf & Resort project has been developed in a completely different way from other existing projects in Cape Verde. The innovation fundamental element is the proposal of a territorial and management model of touristy villages all within a fully integrated Resort.

The project is located in an area of approximately 417 hectares in the posterior coastal area of Algodoeiro.

This project of tourism-golf combination, highly valuable in terms of environment, aims to achieve international standards.

The operational dimension of the project was developed in order to have a combination of tourism, sports, well being, environment and landscape characteristics, which will be the support and specific product identification, bringing into the island the concept of an Eco-compatible Resort.

The Golf Course was created as a binding element of the whole project based on Anglo-Saxon typical models, and having as one of its purposes the valorisation, in a reciprocal way, of both the Golf Course and the Resort. In terms of landscape, the choice of "distributing" the course throughout the Resort will be one of the main scenery valorisation elements. The project for the Golf Course has a total of 36 holes of international standards, with two circuits (a red and a blue) of 18 holes each. An important element is the width of the courses (fairway + semi-rough and rough) which will be comprehended between 90 and 100 metres, values well above the normal courses that will also contribute for its high quality.

The project's main element is the port's village, characterised by the Marina and divided in two different zones: the "internal area" and the "seaside", both of them with a strong maritime character in terms of architecture. The Marina will be located in a parallel position to the coast having around 250 slots for boats of small, medium and large size, which will make it possible to fulfil national and international needs.

The seaside will be developed alongside the marina, together with the bay and the port's installations. In this area, the type of architecture and urban structures will follow the classic typology of the Port's Village, characterised by the successive interchange of the buildings fronts clearly invoking all the patterns of the islands typical architecture, including those of the colonial type, all of this contributing for a strongly characterised urban scenery.

Along the seaside there will also be a promenade surrounded by greenery, which will be inserted on the inner side of the fiord and that will be the link route to all the commercial spaces, leisure areas, bars and restaurants located on the ground floor of the buildings. There will also be an area for a Casino in the development.

The central area of the village is characterised by a dense urban morphology, which will allow the recreation of the memory of a compact and protected village increasing its identity as a port centre. The area to the North of the fiord will be the complete opposite, having a very low density in terms of construction, with individual houses and mixed residential nucleus. To the South, in the area of the small port's bay, there will be the infrastructural part of the port (warehouses).

Another important element of this project is the Ribeira (riverbank), which through the study of the waters circuit will be the link to the several lakes and water courses in the entire golf and residential areas. The main purpose is for the Ribeira to become an important touristy element where art and local traditions can be recovered.

A Green Park is also in the plans, which will have public urban equipments and specific thematic zones (Water Park, Botanical Park, Capeverdean Village). The Park will start in the proximities of the plant nurseries, located in the Southern area of the development. This Green Zone will be the link to all the green areas, crossing the whole development, from North to South. This Green Park, which also serves as the limit grounds of the development, was conceived thinking of the landscape and the environment and it is essential to provide this whole project with a higher quality.

In the interior area of the Park there will be a Capeverdean Village, an urban thematic village with residencies, hotels, restaurants, bars and shops, all of these built with the traditional architectural style of the island. The purpose of this area is to preserve and respect the local culture and also make it attractive for the tourists.

Within the interior area of the development there will be a sports centre, located near the main road leading from Santa Maria to Espargos. This sports centre should have two football fields, eight tennis courts, a public and an olympic swimming pool.

The architecture of the development will be horizontal and open, and the materials used will be mainly wood and glass, since theses materials contribute to a "lighter" look of the whole.

In order to enjoy the best views of the sea, the golf course or of the lakes, all the remaining residencies will be grouped in a semicircular way, with private swimming pools at the centre of each nucleus. This type of disposition also ensures a better protection from the strong winds for the residencies and allows more green spaces. For this typology there will be different residencies dimensions, varying between 50, 70 and 100 m2.

In the Northern area of the development, on the seaside, it has been planned a whole Residential Area, considered to be a luxury area, where there will only be individual units with dimensions varying between 120 and 350 m2. In the remaining Residential Areas there will also be individual houses in strategic locations. In both cases, the residencies will be inserted in a green area with collective swimming pools and urban equipment that will allow a higher quality of the whole environment. There will also be specific areas for parking near the residential areas.

Another fundamental element in the seaside area is the 5 star Luxury Hotel of international standards intended for golfers and all other segments of tourism. This hotel will have no more than 186 units in order to ensure a good and efficient management of the structure.

There will also be three other Hotels distributed within the Resort. All three of them will have smaller dimensions and will be intended for a more traditional segment of tourism, but will also have high standards.

In terms of access to the Resort, there will be two primary access roads: one to the South and the other on the central roundabout of the main road leading from Santa Maria to Espargos. Both of them will have central areas with trees, plants and pedestrian walks. These primary roads are intended to link the whole Resort and lead all areas to the seaside, but there will also be secondary and tertiary roads in the interior of each zone.
